to promote, advance, protect and represent the interests of those engaged in or who are indirectly connected with or affected by the erection or construction of buildings in the area known as the Grand Valley and comprising the counties of Brant, Dufferin, Grey, Wellington, the Judicial Districts of Norfolk, Haldiman, and the Regional Municipality of Waterloo; to establish, administer, maintain and regulate a bid depository system for the use of specific trade contractors of the industry; to promote legislation affecting the industry in all its branches and to oppose or support, as the case may be, any contemplated legislation whether federal, provincial or municipal; to prepare, publish and distribute a business directory of firms engaged in or related to the construction industry in the Grand Valley;
